This chapter provides a brief synthesis of the key determinants of innovation,
the importance of innovation to competitiveness and development,
and the role of government in fostering and promoting innovation.
Accordingly, the chapter is divided into three parts. The fi rst part looks
at key factors that determine a nation’s innovation performance, including
competition and market structure, intellectual property rights (IPR)
protection, quality and availability of human resources, investment in research
and development (R&D), fi nancing of innovation, technology diffusion
mechanisms, and the presence of industrial clusters. The second
part discusses the importance of innovation to a nation’s competitiveness
and development. The last part examines the role of government in fostering
innovation. This chapter is not intended to be comprehensive but to
highlight key issues for consideration.
